Deloitte's Global Employment Solutions (GES) practice is one of the world’s largest, serving more than 300 multinational organizations. Our professionals work with companies operating internationally to design and administer human resources and tax programs and policies that support employees living and working outside their home countries. Within GES, the Global Payroll Operate (GPO) team provides both domestic and international payroll services, including payroll technology and process implementation, ongoing operations management, and coordination between internal and external teams.
Role Overview
This role is responsible for supporting and managing complex, strategic payroll pursuits across the full sales lifecycle. In addition to bid execution, the individual will help shape differentiated client propositions, drive pursuit governance, improve proposal quality, and support stronger win outcomes on strategic opportunities. The role requires close collaboration with account teams, solution leaders, commercial stakeholders, delivery SMEs, and leadership to ensure a compelling, compliant, and commercially sound pursuit process.
Key Responsibilities
1) Bid Management and Pursuit Coordination
- Respond to RFx opportunities, including proposal authoring and presentation support.
- Project-manage pursuits across the full sales lifecycle, acting as the central point of coordination for stakeholders to drive bid outcomes, manage reviews, and ensure effective communication from qualification through submission and deal closure.
- Develop and own the pursuit plan, including key milestones, deliverables, interdependencies, and accountability across contributors, and manage pursuit meetings and logistics.
- Establish and maintain pursuit working files/sites using tools such as Microsoft Teams, SharePoint, and other approved collaboration platforms.
- Contribute to win strategy development, value proposition refinement, solution reviews, oral presentations, negotiations, and business case preparation.
- Deliver pricing quote requests with a solid understanding of key commercial elements.
- Participate in both upstream and downstream bid and business development activities across all sales stages to ensure a consistent sales support experience.
2) Governance, Quality, and Compliance
- Own pursuit governance, including meetings, review checkpoints, leadership touchpoints, and overall bid logistics to drive timely decisions and progress.
- Provide end-to-end oversight and quality assurance for proposals and client-facing materials, ensuring alignment to strategy, compliance with RFx/RFP requirements, and adherence to risk and governance standards.
- Proactively track, escalate, and resolve risks, issues, and dependencies, coordinating with pursuit teams, leadership, and design/production partners to enable high-quality, on-time submissions.
3) Sales Enablement and Continuous Improvement
- Leverage industry insights, automation, tools, and best practices to improve the sales enablement experience.
- Apply leading practices and lessons learned from prior pursuits to strengthen bid quality, build team capability, and enhance pursuit and sales excellence across the practice.
Experience Required
- Minimum 6–8 years of global payroll presales support experience.
- Experience in bid management and sales enablement support across multiple sales stages, preferably within an IT or payroll presales function.
- Strong stakeholder management skills, with the credibility and confidence to engage senior leaders, partners, client sponsors, procurement teams, and delivery stakeholders.
- Comprehensive understanding of payroll business processes, HRIS technologies, integration of HR systems with payroll systems, payroll tool implementation, transition management, and IT enablers and constraints, with the ability to collaborate and drive change within an international matrix environment.
- Strong proficiency in Microsoft PowerPoint and other Microsoft tools to deliver high-quality sales materials to clients.
- Experience writing and editing content for strategic sales opportunities, proposals, and executive-level presentations.
- Proven ability to work creatively and analytically in a problem-solving environment, balancing client needs and operational feasibility.
- Strong collaborative style and the ability to influence across levels and functions.

- Master’s degree (or equivalent).
