Oracle Global Trade Management (GTM)

Role Title : Senior Oracle Global Trade Management (GTM) Lead / Solution Lead

Role Summary

Lead the end-to-end delivery of Oracle Global Trade Management (GTM) programs, owning solution design, compliance controls, integrations, and governance to enable compliant and efficient cross-border trade. This role drives business outcomes (shipment release, auditability, duty optimization where applicable) by translating global trade policy into scalable Oracle GTM configuration, operating processes, and measurable controls.

Key Responsibilities

Program & Workstream Leadership

  • Own the Oracle GTM workstream across discover → design → build → test → deploy → hypercare.
  • Lead a cross-functional team (functional, technical, data, testing) and manage day-to-day priorities, dependencies, and delivery quality.
  • Drive scope, RAID, estimates, and status reporting; align stakeholders across Trade Compliance, Logistics, Customer Service, Finance, Legal, and IT.
  • Establish design authorities/guardrails (standards, reusable patterns, naming conventions, control objectives).

Solution Architecture & Design Authority

  • Define the end-to-end trade architecture: Oracle GTM plus ERP/OMS/WMS/TMS, master data, and broker/filing providers (as applicable).
  • Translate policy and regulatory requirements into enforceable GTM controls and workflows with audit-ready traceability.
  • Make design decisions on rule strategy, performance implications, and global rollout patterns (template vs localization).

Oracle GTM Configuration & Rule Design (hands-on leadership)

  • Own design and oversight (and configure where needed) for:
    • Restricted Party Screening (RPS): matching strategy, escalation/holds, queue design, false-positive reduction, audit trail
    • Embargo/sanctions and export controls: policy-to-rule mapping, country/product/end-use controls
    • Classification & product trade attributes: HS/HTS, ECCN concepts, origin, valuation attributes, PGA/agency data where relevant
    • License management: determination, decrementation logic, usage tracking, alerts, exception handling
    • FTA / Preference programs: qualification approach, solicitation/data collection strategy, claim governance
    • Trade documentation & filing readiness: document sets, transaction completeness checks, handoff to brokers/providers
    • Landed cost/duty & tax estimation (if in scope)
    • Workflow/approvals/holds and exception queue management
  • Ensure global design supports multi-entity, multi-country operations, and aligns to compliance operating model.

Integrations, Data, and Controls

  • Lead integration design with ERP/SCM (often Oracle), OMS, WMS/TMS, PIM/PLM, and external screening/filing partners.
  • Set data governance for trade-critical master data (item, party, country, classification, license) including stewardship and quality metrics.
  • Define reconciliation, monitoring, and control evidence (logging, audit reporting, SOX-type controls where applicable).

Testing, Cutover, and Hypercare Leadership

  • Own end-to-end testing strategy: compliance scenarios, negative testing, performance/volume tests (as needed).
  • Lead UAT with compliance and operations; define entry/exit criteria and sign-offs.
  • Drive cutover planning (holds strategy, fallback, business continuity) and lead hypercare stabilization and transition to run support.

Change Management & Enablement

  • Partner with change leads to deliver training, SOPs, and role-based enablement for compliance and operations teams.
  • Define operating model elements: RACI, exception handling SLAs, governance cadence, and KPIs.

Required Qualifications

  • 8–12+ years experience in global trade/compliance technology delivery, with 3–6+ years in Oracle GTM implementation leadership (or equivalent depth).
  • Demonstrated leadership of at least one full lifecycle Oracle GTM implementation or major transformation (multi-region preferred).
  • Strong domain knowledge across several areas:
    • Restricted party screening, sanctions/embargo controls
    • Import/export compliance concepts; export controls (ECCN/dual-use concepts)
    • HS/HTS classification, origin, valuation basics, documentation requirements
    • Licensing and decrementation controls
    • FTA/preference concepts and claim governance
  • Strong stakeholder leadership and decision facilitation; comfortable translating legal/compliance policy into system rules.
  • Delivery rigor: estimates, RAID, quality gates, and executive-ready communication.

Technical / Tooling Expectations (for a Lead)

  • Integration design literacy (APIs/flat files/middleware), mapping, error handling, monitoring, and reconciliation.
  • Data migration/conversion leadership and validation approach.
  • Working knowledge of adjacent Oracle ecosystem (ERP/SCM/OTM/OIC) is strongly preferred.
  • SQL/data analysis capability is a plus.

Nice-to-Have

  • Broker/filing provider integration experience and customs data handoff patterns.
  • Experience building a global template with localized compliance extensions.
  • Audit support experience (internal controls, evidence, traceability).
  • Prior consulting lead experience (multi-client or multi-program delivery).

  • Reduced screening false positives and faster exception resolution
  • Improved classification/origin/license coverage and audit traceability
  • Stable integrations (low error rate, fast recovery, strong monitoring)
  • Duty optimization outcomes (where preference programs are in scope)
