Oracle Global Trade Management (GTM)

Role Title: Oracle GTM  Techno - Functional Consultant

Role Summary

Responsible for designing, implementing, and supporting Oracle Global Trade Management (GTM) solutions to enable compliant, efficient cross-border trade. This role translates global trade compliance and logistics requirements into Oracle GTM configuration and integrations, ensuring accurate classification, screening, licensing, duty/tax determination, documentation, and reporting across regions.

Key Responsibilities

1) Discovery & Requirements

  • Lead workshops with Trade Compliance, Customs, Logistics, Order Management, Finance, and IT.
  • Document end-to-end trade processes: import/export, FTAs, restricted party screening, embargo controls, licensing, customs filings support, and landed cost.
  • Define business rules for product classification (HS/HTS), ECCN/dual-use, origin, valuation, preference, and trade document needs.
  • Create functional specs, user stories, process maps, test scenarios, and traceability.

2) Oracle GTM Solution Design & Configuration

  • Configure Oracle GTM objects and business rules, including (as applicable):
    • Trade Item/Product Master trade attributes (HS, ECCN, origin, PGA attributes, etc.)
    • Restricted Party Screening (RPS): party matching rules, escalation/holds, audit trail
    • Trade compliance controls: embargo/sanctions, denied party, license determination, controls by country/product/end use
    • License management: license types, decrements, usage tracking, expiry alerts
    • FTA / Preference programs: qualification rules, supplier solicitations (if used), calculations, certificates
    • Customs and filing readiness: declaration data prep, document sets, filing packets (where supported/required)
    • Landed cost / duty & tax estimation and allocation (when in scope)
    • Workflow, holds, approvals, notifications, and exception handling
  • Define role-based access, compliance audit requirements, and retention needs.

3) Integrations & Data

  • Design/validate integrations between Oracle GTM and enterprise systems, such as:
    • ERP/Order-to-Cash (often Oracle EBS/Cloud ERP), OMS, WMS/TMS, PLM/PIM, broker/filing providers
  • Collaborate with technical teams on:
    • Interface mappings, canonical models, error handling, retries, monitoring, and reconciliation
    • Master data governance for item, party, country, and classification data
  • Support data conversion/migration for items, parties, licenses, and historical transactions (as required).

4) Testing, Cutover, and Hypercare

  • Plan and execute SIT/UAT, performance testing (if needed), and compliance scenario testing.
  • Resolve defects, manage configuration iterations, and support cutover planning (controls, holds, and contingency plans).
  • Provide hypercare support and transition to steady-state operations.

5) Change Management & Training

  • Develop SOPs, work instructions, training materials, and end-user training for compliance and operational teams.
  • Support operating model design (RACI), exception queues, and compliance governance.

6) Reporting & Audit Support

  • Define and validate trade compliance reporting needs: screening results, license usage, classification coverage, preference claims, audit logs.
  • Support internal/external audits by ensuring traceability and control evidence.

Required Skills & Qualifications

Oracle GTM Core

  • 2-4 years of Hands-on experience implementing/supporting Oracle GTM (functional or techno-functional).
  • Strong understanding of at least several domains:
    • Restricted party screening, sanctions/embargo compliance
    • Import/export compliance, export controls (e.g., ECCN concepts)
    • HS/HTS classification, country of origin, valuation concepts
    • Licensing and decrementation controls
    • FTA/preference concepts and qualification logic
  • Ability to translate compliance policy into system-enforceable rules and workflows.

Functional / Business

  • Knowledge of cross-border trade process flows: order, ship, invoice, customs, logistics, returns.
  • Strong documentation: BRDs/FRDs, user stories, process diagrams, test scripts.

Technical (for Techno-Functional roles)

  • Integration literacy: APIs, flat files, middleware (e.g., OIC or similar), data mapping, error handling.
  • Data analysis skills for reconciliation and defect triage (SQL a plus, not always required).
  • Familiarity with Oracle ecosystem integrations (ERP/SCM) is a plus.

Professional Skills

  • Stakeholder management across Compliance/Legal, Supply Chain, Finance, and IT.
  • Ability to drive workshops, decisions, and scope control.
  • Strong analytical thinking; comfort with ambiguity and regulatory nuance.

Nice-to-Have

  • Experience with multi-country/global trade programs and complex org structures.
  • Broker/filing provider integration experience.
  • Experience modernizing trade compliance operating models and master data governance.
  • Prior consulting delivery (estimation, RAID logs, status reporting, client leadership).

  • Reduction in compliance exceptions/false positives (screening)
  • Improved classification and origin coverage/accuracy
  • On-time shipment release rate (fewer holds)
  • Audit findings reduction and improved traceability
  • Duty savings via preference optimization (when applicable)

Experience Guidance (by level)

  • Analyst/Consultant: test execution, configuration under guidance, documentation, defect triage
  • Senior Consultant/Lead: lead workstreams, design rules/workflows, manage UAT and cutover
  • Manager/Architect: end-to-end solution ownership, integration strategy, governance, stakeholder leadership
