The Center for Government Insights is one of the industry teams within the Research & Insights (R&I) group. The Center's goals are to:
- Assess opportunities and challenges facing the public sector – including disruptive technologies, changing citizen expectations, and the future of work
- Share inspiring stories of government innovation, looking at what's behind the adoption of new technologies and management practices
- Through research, forums, and immersive workshops, we aim to provide public officials, policy professionals, and members of the media with fresh insights that advance their understanding of what is possible in government transformation.

This role entails working across the lifecycle of thought leadership and research projects focused on emerging technologies and their impact on the Government and Public Services industry.
The candidate will contribute to advancing the quality of the Center's research and thought-leadership initiatives in emerging technology topic areas. These include whitepapers, in-depth research reports, client presentations, collaterals for specific accounts, case studies, and articles. These deliverables would integrate information from a range of primary and secondary sources such as Deloitte subject matter experts, primary surveys, third-party research, analyst reports, presentations, industry commentaries, and news articles.
The Center tracks the following key emerging technologies: AI, GenAI, quantum computing, blockchain, AR/VR, cyber, space technologies, and connectivity technologies. The work involves understanding the impact of emerging technologies on government operations and policymaking, including technology adoption challenges, technology transformation, impact on the future of work, scaling technology adoption, building future-ready tech talent, improving technology governance processes, and technology regulations.
Responsibilities:
As a Deputy Manager focused on developing thought leadership, you will be required to –
- Demonstrate deep knowledge of emerging and disruptive technologies, including AI, generative AI, quantum computing, AR/VR, cyber, space technologies, and connectivity technologies. Candidates with no prior public sector experience will be expected to ramp up quickly in the sector.
- Design research proposals, build consensus, and formulate a research plan.
- Interact with internal and external subject matter experts on a topic.
- Liaison with U.S. colleagues to understand, refine, and manage internal client expectations and priorities.
- Apply established research tools and methodologies to support business decision-making.
- Demonstrate strong writing skills as required for intelligence and thought leadership reports.
- Display strong consultative and engaging presentation skills.
- Manage all aspects of engagement/project to ensure outcomes and meet deadlines.
- Assist senior colleagues and practice leaders with internal briefings and external client meetings/webinars – by performing customized data analysis and presenting results and insights into client-ready briefing decks.
- Develop an understanding of Deloitte’s solutions, services, and offerings.
- Offer coaching support and guide junior team members on their projects and deliverables.
Requisite experience and skills
- 8-9 years of experience in leading/managing research projects in emerging technology topic areas.
- Sound analytical skills with experience in one or more of the following research methods: Primary research, secondary research, academic research, and case study research.
- Ability to work with data – interpret, analyze, visualize, and provide data-driven insights.
- Strong verbal and written communication skills. Journalistic and narrative writing style is preferred, along with prior experience in report writing and research report development.
- Ability to develop compelling and analytical data visualizations using one or more tools like Excel, Tableau, or others.
- Problem-solving and critical thinking skills to generate meaningful analytical insights.
- Understanding of strategy models and frameworks and the ability to apply them to research problems.
- Experience working with US/global clients and teams is preferred. Since the job requires working closely with US-based colleagues, the ability to work across cultures is important.
- Business research/thought leadership development in the public sector industry or sub-sectors is preferred. Knowledge of the U.S. public sector market or PS policy areas such as health care, education, human services, and transportation will be an advantage.

The Deloitte Insights and Industry Research Center teams’ mission is to undertake research and analysis to develop compelling and forward-looking perspectives that allow clients to anticipate, prepare for, and respond to “what’s coming next.”
The team plays an integral role in strengthening the firm’s strategic positioning through end-to-end development of high-quality thoughtware published on Deloitte Insights and Deloitte.com. Their work includes:
- Managing relations with internal stakeholders.
- Using advanced data science and survey advisory capabilities to strengthen the credibility of insights.
- Using editorial and visualization capabilities to improve the stickiness of firm thoughtware.
